.The State of Vermont is interested in obtaining bids to meet the following business need(s): 2.1.1. The solution will offer players the opportunity to enter eligible non-winning tickets of both instant and online (draw game, Fastplay, etc.) via website manual barcode entry and mobile app scanning into a Player’s Club website portal with a rewards-based component. 2.2.The State of Vermont seeks to achieve the following Business Value(s): 2.2.1.Cost Savings: Both direct and indirect cost savings are anticipated from a modernized solution that will eliminate the current manual workarounds. 2.2.2.Customer Service Improvement: The new solution will provide a new or improved service which will allow all Vermont Lottery players the ability to tie promotions, drawings, and digital games to both instant and draw tickets. Additionally, the solution will provide players the ability to digitally enter a lottery program and the solution will fully conduct all Second Chance drawings. 2.2.3. Compatibility: The solution will be compatible with all major operating systems and app stores (i.e. Apple Store, Google Play Store, Windows, Mac OS, etc.).
