The CONTRACTOR shall perform and provide, in accordance with industry best practices, all goods and services as described. Under the supervision of the HTA, the CONTRACTOR shall assist in planning and implementing services for visitors to Maui, Molokaʻi, and Lānaʻi who have encountered adversity while vacationing on our islands. The scope of work includes, but is not limited to: 2.2.1 Visitor Assistance Program Coordination and Support Services: To plan, promote, develop, and conduct a “Visitor Assistance Program” for the year to include, but not be limited to, providing services to visitors victimized by unfortunate circumstances while in the State of Hawai‘i, including but not limited to medical support services, helping with airline issues and accommodations, mailing recovered personal belongings (after theft has occurred) and assisting visitors to obtain acceptable identification. 2.2.2 Crisis Management Training and Capacity Building: The contractor shall identify and complete a relevant training or certification program designed to strengthen their skills and build capacity for effectively managing crisis situations. 2.2.3 Visitor Safety Research, Analysis, and Prevention Strategy: The contractor shall monitor and analyze trends related to visitor safety, including frequent causes of injury, death, and crimes against visitors—both locally and nationally. These insights shall be used to inform and strengthen program design. The contractor will be responsible for identifying and implementing opportunities to educate visitors, as well as equipping hospitality professionals, government agencies, and other relevant stakeholders with strategies to prevent and respond to safety concerns.
