The Contractor shall provide a direct source (no third-party subcontracting) for scheduled and as needed waste pumping services to include removal, cleaning, and disposal of liquid and solid waste from traps, sand and oil interceptors, flow through tanks, cesspools, septic tanks, and lift stations, as specified in the technical specifications. The Contractor shall furnish all labor, supervision, materials, equipment, and transportation necessary to perform the work required. Non-Routine work will be as needed and can include any City of Mesa facility. MINIMUM REQUIREMENTS: All work must comply with EPA, OSHA, and any City of Mesa regulations in effect at each service location. Contractor shall adhere to all regulations, rules, ordinances, and standards set by Federal, State, County, and Municipal Governments. The City of Mesa will furnish the Contractor with a list of locations, frequencies, tank types, and tank sizes. The Contractor will use this document to generate pricing for these services. The Contractor will also use this document to furnish the City of Mesa with a written schedule for when services will be performed. The City will review and approve the proposed schedule, as well as facilitate access to service locations. Routine Services shall be performed between the hours of 7:00 am and 4:00 pm Monday through Friday unless otherwise mutually agreed upon between both parties. “Emergency Response Work" shall mean any work the City requests the Contractor to perform which is in response to an immediate hazard or other emergency as determined by the City. The Contractor shall have a 24/7 contact phone number and be available to commence work within one (1) hour of receiving the City's request. Contractor shall not discharge trap liquids back into trap/pit/sewer/lift station after separating grease and solids. Contractor shall keep the premises clean of all rubbish and debris generated by the work involved and shall leave the premises neat and clean. Contractor shall ensure all waste pumped from City of Mesa sites is not stockpiles, stored, or dumped by any unlicensed and/or illegal land application method, drained into sewers, and/or blended into other ingredients for use in animal foods or cosmetics. The Contractor shall provide a list of disposal sites to be used for waste disposal as part of the response to this solicitation. There may be occasions wherein the Contractor is called out to perform non-scheduled pumping service or after-hours service. This request may occur during or after business hours, weekends, or holidays. Rates shall be priced separately. Contractor shall be responsible to accurately record transport activity via disposal manifests. Disposal fees will be paid by the Contractor and should be included as part of the service cost. Cost increases will be allowable on disposal fees only if supported by documentation. Copies of the disposal manifests and fee documentation may be requested by the City of Mesa at any time. Failure to provide the requested documentation will cause delays in invoice processing and payment. Contractor must have confined space licensing and certification and all equipment required for such certifications and performance of the task (i.e. air monitoring equipment, fall arrest equipment, etc.). A minimum of two (2) Contractor’s staff shall be present when this type of service is required, and the City of Mesa will supply one (1) staff person to be present. The City of Mesa shall not be held responsible for broken cables or hoses while either cleaning a line or attempting to unclog one, with the exception of removal of Contractor’s damages equipment caused by structural defects (broken and/or out of alignment) in a line. In this case, the City of Mesa will pay for labor to remove broken cables/hoses, but not repair or replace the damaged equipment. The contractor must exercise caution when hydro-jetting any line. DISPOSAL OF DEBRIS: All debris and/or any other waste material produced as a result of performing contracted maintenance and repair services under this agreement shall be removed from the contract area, transported, and disposed of in compliance with federal, state, county, and City laws and regulations. If roll-off dumpsters are required, they shall be obtained through the City of Mesa. The Contractor is solely responsible for any disposal fees (dumping charges), incurred as a result of maintenance and repair services.
