• Consultant will conduct a phase I kick-off call within two weeks of contract execution to align on project scope, key milestones, frequency and format of communications, discuss interviews and questionnaires, and other mutual expectations. • Within 45 days of the phase I kick-off call, the expected deliverables are: o Determine comparable governmental entities and similar positions within the DallasFort Worth Metropolitan area, including review of private sector employers with an emphasis on certain high turnover job classifications. o Conduct remote interviews or electronic surveys as needed with NTTA staff to get better understanding of roles and responsibilities of certain positions. o Conduct a comprehensive compensation survey using the selected entities, based not only on job titles, but duties and responsibilities established upon the position specifications from NTTA. • Within 60 days of the phase I kick-off call: o Evaluate and report on the existing salary ranges and grouped positions based on the results of the compensation study, including an internal equity salary comparison. o Review and compare market data to NTTA’s current pay plan. Based on total compensation findings, consultant will recommend structural adjustments to the pay plan. • Within 100 days of the phase I kick-off call: o Examine and report on additional compensation strategies that will help address compensation issues for positions where severe market competition makes it difficult for NTTA to recruit and retain qualified employees. o Assist in the development of a strategy, including a communications strategy, for implementing the compensation recommendations and plan.
