The City of Mesa (“City”) is soliciting Request for Proposals from qualified and experienced contractors to manage the day-to-day program operations and facility operations of an emergency shelter to assist individuals and families experiencing homelessness in Mesa. The 64 room non-congregate shelter operates 24/7, 365 days a year, and provides access to various programs and supportive services. Contractor/s will offer individualized, strength-based case management and supportive housing services designed to promote housing stability and self-sufficiency, in addition to management of the facility operations including maintenance and upkeep. All supportive services provided under this contract must align with eligible activities as outlined in 24 CFR §92.209 (See Exhibit 2). The Contractor shall ensure that all supportive services funded, in whole or in part, through this procurement are consistent with federal requirements, including, but not limited to, eligible supportive services under the HOME Investment Partnerships Program. Services not expressly listed in 24 CFR §92.209 (See Exhibit 2) are not eligible for reimbursement with HOME-ARP funds. The Contractor must comply with all applicable federal regulations, including but not limited to nondiscrimination, civil rights, recordkeeping, reporting, audit, and other compliance requirements associated with the use of HOME-ARP or other federal funds (see Attachment in Section 5.4).
