The contractor shall provide a Summer Electronic Benefit Transfer (S-EBT) contractor-hosted eligibility services system (hereinafter referred to as system), for the Department of Social Services (hereinafter referred to as state agency) in accordance with the provisions and requirements stated herein and to the sole satisfaction of the state agency. The system must support eligibility determinations for S-EBT benefits requested via direct certification, online applicable, and paper application. The contractor must have implementation work complete to allow the state agency to issue SuN Bucks benefits by April 1, 2026. The system must include the following: Provide an easy to use, customer friendly Participant Portal website where participants can submit S-EBT applications, check the status of their application, report changes, and view notices. Provide an Administrative Portal for state agency staff to review and process S-EBT applications and changes in circumstance. Provide a secure two-way chat feature for messaging between participants and state agency staff. Prepare and send all S-EBT notices through multiple modalities, including email, participant portal, and mail. Automation and reducing manual workload are vital to the success of this program.
