Task 1 - Project Management Immediately upon receipt of a notice to proceed, the Consultant shall develop a Project Management Plan and Stakeholder Engagement Plan in coordination with the ARC project management team. Tasks and processes identified in this document will be executed during the contract term. The Project Management Plan will establish protocols for communicating and sharing data, drafting materials for review, data collection strategies, and developing other resources and deliverables. A schedule for project update meetings will be established and preliminary dates for task milestones, decision-making points, and deliverable deadlines will be defined. ARC has committed to Interagency and Project Team meetings with FHWA, to be scheduled every other month for a total of nine, and quarterly reporting to FHWA. The project will be completed in a maximum of 18 months. The Stakeholder Engagement Plan will identify a diverse mix of key stakeholders, such as those from partner agencies, local governments, and community or advocacy groups, as well as the general public to engage throughout the entire project. The Stakeholder Engagement Plan will outline strategies for Task 3 including engagement of vulnerable and disadvantaged communities. It will incorporate a schedule with opportunities for authentic and meaningful public engagement with an emphasis on broad and diverse input. No additional work beyond Task 1 will proceed until the Consultant has completed the Project Management Plan and Stakeholder Engagement Plan with ARC approval. Deliverables • Project Management Plan (draft and final in Microsoft Word and Adobe PDF) • Stakeholder Engagement Plan (draft and final in Microsoft Word and Adobe PDF) Task 2 - Data-Informed Resilience Assessment The TRIP will be informed by a risk-based assessment of vulnerabilities of the surface transportation system to current and future extreme weather events such as severe storms, flooding, and extreme temperatures. Tools and deliverables developed under Task 2 shall demonstrate a systematic approach to surface transportation system resilience and be consistent with and complementary of the State and local mitigation plans required under section 322 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5165). Task 2 Deliverables will both a) promote data-informed decisions; and b) identify at-risk infrastructure to prioritize needs.
