Explain in detail how services and offerings will satisfy the requirements. The Division is seeking responses that allow for ad hoc subject matter experts, a catalog of proven practices with developing executive level leadership, and access to a catalog of on demand training tools and resources. The Division is looking for innovative, engaging, and impactful learning experiences for a cohort of up to 200 senior ‘executive level’ enterprise leaders. The Division is willing to consider various learning modalities as long as the proposed solution(s) meet the criteria outlined in this Scope of Work. The audience for content will be State of Nevada executive branch senior leaders. Examples of the population include Agency Directors, Agency Deputy Directors, Board Chairs, as well as Agency Divisional leaders (aka Administrators). State executive branch agencies cover a wide variety of industries (see https://nv.gov/agencies) and their leaders represent a broad range of educational and cultural backgrounds. Any learning solutions should be grounded in advanced competency-based content suitable for senior executives who possess broad expertise in leadership and management. These enterprise leaders are located in two metropolitan areas – the greater Carson City/Reno area and the Las Vegas region and so proposals should factor in how to best deliver these experiences with the least amount of travel for the learners. There is an understood challenge of identifying suitable learning experiences that provide both impactful learning but also do not overly disrupt the learners’ busy work schedules. All Division approvals will be made in writing by the Division’s Administrator or Deputy Administrator. The Division reserves the right for approval to be delegated in writing. If the authority to approve is delegated, the vendor will be notified in writing by the Administrator. If delegated approval authority is revoked, the vendor will be notified in writing. Compliance with all federal and State of Nevada laws and regulations is required for all provided materials and services to include the Americans with Disabilities Act (ADA) accessibility rules. The State of Nevada’s current elearning standard is SCORM 1.2., should any of the proposed solutions also include e-learning materials. Vendors should provide information on the availability of their solution on any known and emerging learning platforms. Mature content will not be accepted. Vendor should provide a list of software, multi-media, or classroom resources to be used and any technology required for content and material that is presented to help the agency understand vendor’s ability to work within state government resources. If your proposal involves accessing content on a computer system outside of the State of Nevada’s information technology systems: explain how access would work; how the reporting will work; and where the data will be stored.
