Deliver a highly configurable, modular, and scalable CCWIS. Support interoperability, mobile access, dashboards, automation, and real-time analytics. Enable data migration from UNITY with minimal disruption. Provide either a low-code solution with rapid implementation and on-going M&O or a robust solution and two years of M&O with full knowledge and system transfer to state ownership and operations. Comply with HIPAA, 45 CFR 1355.50–59, 45 CFR 1355.52 (a)–(h), 45 CFR 1355.53, 45 CFR Part 75.328(a), 45 CFR §95.615 and 95.617 and the provisions of 2 CFR § 200.317─Procurements by States and Indian Tribes and Appendix II to 2 CFR Part 200; NIST, and other federal/state privacy and security standards. Use a hybrid Agile/Waterfall development approach. The work is divided into phases, tasks, and deliverables, which may not occur sequentially. Vendors must submit a preliminary project plan outlining their approach. Using a hybrid (Waterfall/Agile) method, the Vendor will design and implement a highly configurable CCWIS Solution. Proposals must describe the solution’s structure, licensing, architecture, implementation, and system requirements, along with relevant experience. The Vendor must provide, at a minimum, the following system environments: Development, Testing with Production level performance and security, Sandbox, and Production. Following implementation, the Vendor will provide two years of M&O Stabilization, after which the State will assume M&O. Continued Vendor support may be requested as needed. DCFS will embed State staff in the project, and the Vendor must ensure they are trained and prepared for the M&O transition. If required during the contract, the State may request Vendor support for CCWIS self-assessment or certification. Planning and Administration Phase Objective: The objective of this task is to ensure that adequate planning and project management are dedicated to this project. Activities: The awarded Vendor need to provide the following: Project Kick-Off Meeting - A project kick-off meeting will be held with representatives from the State and the Vendor after contract approval and prior to work performed. Items to be covered in the kick-off meeting include, but not be limited to: Deliverable review process Determining format and protocol for project status meetings Determining the format of project status reports Setting the schedule for meetings between representatives from the State and the Vendor to develop the detailed project plan Defining lines of communication and reporting relationships Reviewing the project mission Pinpointing high-risk or problem areas
