The DOER, acting on behalf of the EEAC, is seeking technical consulting services for the purpose of reviewing, assessing and making recommendations related to the 2025-2027 Energy Efficiency and Decarbonization Plan (Plan) administered by the Massachusetts Program Administrators (PAs).2 The selected Contractor will be a crucial partner and resource in helping the EEAC achieve and fulfill its obligations as they relate to the efficiency requirements, goals and obligations of the Green Communities Act, as amended, in meeting energy efficiency and greenhouse gas (GHG) emissions reduction goals to support the Commonwealth’s 2030 emissions limits and net zero emissions by 2050. The selected Contractor will assist the EEAC in advancing the priorities as set forth in the Massachusetts EEAC 2025 priorities document (and in subsequent priorities documents for the duration of the Contract), and in the various EEAC resolutions issued regarding the 2025-2027 Plan. EEAC priorities include but are not limited to the following: • Monitor 2025-2027 Plan and ensure overall progress toward three-year goals and commitments. • Ensure affordability and ratepayer-impacts remain paramount in the delivery of the statewide plan. • Ensure that equity commitments and initiatives are on track, with a focus on increasing participation of historically underserved populations. • Monitor and support planned energy savings, GHG reductions and equity goals in the Residential/ Income-Eligible sector.
