The project consists of the construction of landfill Cells 12B & 13 and the relining of the County’s leachate lagoon at the landfill. The project will also include clearing, grubbing, and logging; placement of compacted fill with rough and fine grading; placement of two layers of geosynthetic clay liner; two layers of geomembrane liner; a collection layer geocomposite; 24-inches protective cover soil; leachate collection and removal system; control panels; Cell 13 force main extension; berms with toe drains; rain tarp; sodding; preparation and placement of storm drainage systems including swales, drop inlets, and piping; roadway access extension; gravel haul road; and other incidentals necessary to complete the work in accordance with the Contract Documents. The contractor will work with the County and the CQA personnel on site during this process. See Section 00500 for the required completion dates of each phase of the project. Once the primary liner is placed the liner will be Electronically Leak Location Surveyed prior to the placement of the collection composite. The OWNER will pay for the survey but the CONTRACTOR must coordinate and provide support for the Survey. This support may include but is not limited to two personnel, a generator, water truck and hoses, etc. The Contractor will be responsible for providing any needed construction support and associated health and safety requirements for excavation, or any other efforts associated with providing contracted services on an active landfill. The Contractor is required to provide a plan of the proposed approach to providing for the safety features. Note: Lagoon relining work shall only take place during the months of March through April, and generally be coordinated with liner work of the cell expansion to the extent possible. The work on the lagoon must be completed within 5 weeks of beginning the work so the County can resume normal operations. A. Work Included: 1. The Contractor shall furnish all supervision, labor, materials, power, light, heat, fuel, water, tools, appliances, equipment, supplies, and means of construction necessary for proper performance and completion of the work. Contractor shall obtain and pay for all required permits. Contractor shall perform and complete the work in the manner best estimated to promote rapid construction consistent with safety of life and property and to the satisfaction of the Owner, and in strict accordance with the Contract Documents. The Contractor shall clean up the work and maintain it during and after construction, until accepted, and shall do all work and pay all costs incidental thereto. Contractor shall repair or restore all structures and property that may be damaged or disturbed during performance of the work. 2. The cost of incidental work described in these General Requirements, for which there are no specific Contract Items, shall be considered as part of the general cost of doing the work and shall be included in the prices for the various Contract Items. No additional payment will be made therefor. 3. The Contractor shall provide and maintain such modern materials, tools, and equipment as may be necessary, in the opinion of the Engineer, to perform in a satisfactory and acceptable manner all the work required by this Contract. Only equipment of established reputation and proven efficiency shall be used. The Contractor shall be solely responsible for the adequacy of his workmanship, materials and equipment, prior acceptance of the Engineer notwithstanding.
