The City of Marlborough owns the Frank D. Walker Building, a historically significant municipal property located at 255 Main Street in downtown Marlborough. The Walker Building originally served as a public school and has since been repurposed for various City and community uses. The building is centrally located in the City’s downtown area, near public transit, municipal parking, and Marlborough’s commercial and civic centers. Presently, portions of the Walker Building are underutilized. Several rooms totaling 1890 square feet within the facility remain vacant or used only intermittently, creating an opportunity to maximize the building’s value to the community while ensuring responsible stewardship of City assets. In accordance with M.G.L. c. 30B, §16, which governs the lease or rental of municipal real property, the City is issuing this Request for Proposals (RFP) to ensure an open, fair, and competitive process for proposed lease of the space described in this RFP. By soliciting proposals, the City can evaluate qualified tenants, ensure compliance with procurement laws, and secure a use that aligns with Marlborough’s community and fiscal interests. The City’s goals in issuing this RFP are to: • Promote the productive use of underutilized municipal space; • Generate lease revenue to offset building operating and maintenance costs; • Support community-serving organizations that align with the City’s mission and values; • Ensure transparency and fairness in the disposition of public property. Through this process, Marlborough seeks to select a tenant that will contribute positively to the community, make appropriate use of the Walker Building’s available space, and preserve the City’s long-term interests in its downtown civic assets.
