3.1 The County needs general contracting (horizontal and vertical) construction services for minor and major construction projects, maintenance, renovations, repairs, additions, demolition, re-constructions and alteration services to County facilities and roadways. The Independent Contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish each project. 3.1.1 All work performed by the Independent Contractor shall meet all applicable state and local codes and the Independent Contractor shall be required to obtain all required permits and inspections. 3.1.2 Horizontal Job Orders will include, but not limited to tasks such as roadway grading, surfacing, placement of aggregate base, millings, asphalt pavement, culverts, catch basins, box culverts, bridges, detention ponds, rock riprap, gabion baskets, excavation, drainages, roadway striping, concrete work, fence repair/replacement, tree removal, emergency traffic control, water, sewer lines and other utility lines, snow removal assistance, rock crushing/blasting. Exhibit “B” JOC Task Matrix lists areas of interest in individual horizontal tasks. 3.1.3 Vertical Job Orders will include, but are not limited to tasks such as carpentry, roofing, building remodels, interior/exterior electrical, HVAC, plumbing, sheet metal, painting, demolition, concrete, masonry, structural steel, welding and other work as deemed necessary. Facility Master Planning will be finalized and provide future projects. This solicitation intentionally does not have a JOC task matrix for vertical tasks. 3.1.4 The Job Order tasks include a variety of trades such as sitework, utilities, road repairs, grading, paving and drainage improvements, carpentry, roofing, building remodels, interior/exterior electrical, HVAC, plumbing, sheet metal, painting, demolition, environmental clean-up (incidental to the work), concrete, masonry, welding and other work as deemed necessary. Services provided by the JOC will include, but are not limited to the following: • Preconstruction services • Serve as the general contractor during construction • Coordinate and manage subcontractors during construction • Coordinate with franchise utilities • Public meetings and notifications (when required) • Arrange for procurement of materials and equipment • Schedule and manage site operations • Use of a collaborative process • Construct quality horizontal and vertical projects • Provide quality control • Bond and insure the construction of certain projects based on cost or risk. • Comply with all federal, state and local permitting requirements • Maintain a safe work site for all project participants • Commissioning • Prepare and turn over record drawings (when required) • Provide operations and maintenance manuals (when required).
