Project Phases Proposals to evaluate and recommend improvements at Village intersections shall be in two phases (as detailed below), with the timing, scope and cost of each phase subject to negotiation. Bidders shall provide separate costs for each phase. The Village retains the option of accepting or rejecting one or both phases of each proposal.
