The City of Wilmington is soliciting proposals from qualified organizations or individuals interested in operating concessions at Olsen Park located at 5510 Olsen Park Lane. The park features five lighted baseball/softball fields that are used to host local, regional, and state athletic leagues and tournaments as well as amenities including a volleyball court, picnic shelters and an accessible playground. The existing concession stand includes the following equipment: popcorn machine, hot dog steamer, microwave, coffee maker, shaved ice machine, refrigerator, freezers, ice machine and warming units. The proposal to operate concessions at Olsen Park should include the applicants’ plan to address each of the areas below: • Providing concessions during all weeknight leagues as well as weekend tournaments as requested by the facility users. Weeknight leagues operate three nights a week, March to July and September to November/December. Weekend tournaments are played on various weekends from March through October with no set number of weekends. The selected vendor will be expected to provide concessions during all weeknight leagues as well as weekend tournaments as requested by the facility users. • Purchasing and maintaining an adequate product inventory to meet the needs of the activities taking place at the park. Please provide a sample menu including anticipated costs. • Maintaining a POS system allowing for both cash and credit card sales. The vendor shall be responsible for all hardware, software and transaction fees associated with collecting payment. • Ability to handle human resource management of staff that will be utilized to operate the concessions facility. • Providing all cleaning and maintenance supplies needed to run the facility in a manner that meets the requirements of the New Hanover County Health Department and the City of Wilmington (a cleaning schedule must be included in the submitted business plan). • Maintaining a New Hanover County Health Department license to operate. • Maintaining or obtaining a “food safety manager” certificate from an accredited food safety organization that meets or exceeds the North Carolina and the New Hanover County Health Department requirements. • Maintenance, repair and/or replacement of the following equipment: popcorn machine, hot dog steamer, microwave, coffee maker and shaved ice machine. • Expectations as to whom (vendor and/or City) will be responsible for maintenance, repair and/or replacement of the following equipment: refrigerator, freezers, ice machine and warming units. • Propose any revenue sharing and/or compensation to the City in exchange for the opportunity to operate the City-owned facility. • The proposal should also include the applicants’ previous experience managing a similar facility and qualifications with managing concessions and/or food service operations. Applicants are required to provide the following: • Previous experience managing facilities similar to the Olsen Park concessions. • Food service experience (either in a concession stand or another food service operation). • Certified Food Safety Manager or willing to obtain certification prior to opening the concessions stand for business. • Organization chart of key personnel that will be involved with operations and resumes/experience if available of the personnel.
