DPS seeks a qualified Contractor accredited by the Texas Forensic Science commission, with resources to test, report on, and provide court testimony, if necessary, for DNA evidence samples. DPS may include blind proficiency samples in evidence samples at any time as a quality assurance mechanism. DPS reserves the right to increase or decrease the number of DNA samples for analysis at any point during this Contract up to the maximum capacity of Contractor. DPS will send evidence samples to Contractor's laboratory in batch quantities mutually agreed upon by both parties. Once the samples are confirmed "received" with tracking numbers assigned to the delivery, Contractor must complete a forensic DNA analysis within 90 days from the date of Contractor's receipt of the evidence sample. DPS estimates that each case contains an average of eight samples. Some samples will contain a mixture of DNA from more than one individual. DPS’s crime laboratories or Law Enforcement Agencies in Texas will directly send this evidence directly to the contracted laboratory.
