The City of Euless is requesting sealed bids from professional employer organizations for the purpose of leasing approximately 31 full-time employees and 50,000 hours of part time currently being leased through LL Roberts a Vensure Employee Service. Company awarded bid must offer employment to staff in current positions at current wage. These employees are for the operation and maintenance of an 18-hole municipal golf course, conference center, golf shop, clubhouse/restaurant, administration support and miscellaneous Parks and Community Service employees. New employees will be hired on a staggered schedule. The City and the employee leasing company awarded the bid will execute a contract for a period of one year with an option to renew for three additional one-year contracts by mutual written agreement. Required Services: The leasing company submitting bids must have the ability to provide full administrative support for all leased employees. The company must be able to provide the following administrative support services: Complete payroll administration: this includes the collection and approval of time sheets; calculation and preparation of paychecks; deduction of fringe benefits and garnishments; delivery of paychecks to designated work site; preparation of detailed client reports including, but not limited to, payroll summary data by cost center; filing of federal social security and FIT taxes; payment of federal unemployment tax (FUTA); preparation and filing of the following reports: quarterly IRS forms 941 and 942, quarterly state SUI Tax return, quarterly IRS SIT withholding return, annual IRS forms W-3 and WA2. Filing of annual reports required under the Affordable Care Act and applicable Internal Revenue Code is also the responsibility of the leasing company. Any other reports that may also be required by law to be filed by employers, if applicable, will be completed and filed by the leasing company. Human Resource services: this includes the development of policies and procedure manual upon request; consultation in employment/termination practices; coordinate administration of pre-employment and post-offer screening to include, drug and alcohol testing, physical exam, criminal background check and credit check when applicable to job duties; involvement in grievance mediation and arbitration; administration of drug free workplace; legal compliance with all laws related to EEOC, ADA, OSHA, FLSA, INS immigration, COBRA notification and record keeping. Benefits selection and administration: this includes the evaluation and selection of insurance coverages; processing of employee enrollments and terminations; provisions of claims administration; monthly insurance billings; administration of 401k and 125 programs. Other than healthcare coverage, the City will not participate toward the cost of employee benefits, and therefore will not consider the costs to employees or rates of benefits package when awarding bid. The City will participate in the cost of providing employee only healthcare coverage for leased employees to the extent provided by federal law. The City will contribute based on actual participation in the healthcare plan by leased employees. As such, costs for coverage should not be included in the overall benefit costs quoted in this bid since it will not apply to all leased employees, unless all such leased employees choose to participate in the plan. Risk Management/Loss control: this includes the provision of claims management program; claims processing and administration; OSHA required training programs; drug prevention programs; post-accident drug testing; certificates of insurance; client work site safety surveys.
