SC Department of Behavioral Health and Developmental Disabilities - Office of Mental Health is doing an intent to sole source with NetSmart Technologies for the Inpatient Electronic Medical Record Systems for software, software maintenance, license renewal, and upgrades of its embedded base in-patient electronic medical records. Netsmart is the creator, integrator, and sole provider of software, software maintenance, license renewal, and upgrades of its embedded base in patient Electronic Medical Record system. Netsmart is the only authorized vendor to provide licenses, maintenance, and upgrades to their system and therefore are the only suitable and acceptable offeror. This was verified by internet research and discussions with our network managers and end users. This system is the backbone of the patient care data system operated by the SCDMH hospital and nursing home system and contains thousands of patient records and information that is critical to the provision of daily care to our clients. The South Carolina Department of Mental Health uses MyAvatar which is a Practice Management/Electronic Health Record developed, maintained, and support by Netsmart. Netsmart has institutional knowledge related to the requirements, best practices, and operational knowledge to provide revenue cycle management services related to use of their product.
