The City assumes that the facility plan will consist of an analysis of the current TMWRF process and facility data, and an analysis of process modifications and options for TMWRF to meet the current discharge permit. A capital improvement program will be created by the selected consultant to show the necessary improvements, rehabilitations, and new facilities needed to consistently meet TMWRF’s discharge permit at current and future flows as well as TMWRF’s other strategic goals. Cost estimates will be prepared as an opinion of probable construction cost consistent with the Association for the Advancement of Cost Engineering (AACE) guidelines for a Class V cost estimate based on the recommended modifications/expansions/replacements of TMWRF infrastructure. The cost estimates will be based on flow and an assumption of timing based on the Truckee Meadows Regional Planning Agency’s most current population projection data.
