2.5 General Performance and Implementation Requirements: 2.5.1 The contractor’s PDMP solution and ongoing integrations with existing electronic health record systems shall be fully implemented within three (3) months after authorization from the Task Force to proceed with services. 2.5.2 The contractor’s PDMP solution must allow for real-time dispensation information. 2.5.3 While 195.600 RSMo. does not establish a timeline for the transfer of data from the existing Missouri PDMP vendor, in order for the PDMP solution to be effective for its authorized users, the data migration must be completed by the contractor no later than ten (10) business days after authorization by the Task Force to proceed with services. The contractor shall be responsible for migrating the most recent three years’ worth of data to the contractor’s PDMP solution. 2.5.4 The contractor’s PDMP solution must provide service for more than 30,000 anticipated users with a response time of under 0.5 seconds, while processing 5,000 transactions per minute with scalability up to two (2) million transactions per day. The contractor shall ensure access to the PDMP solution shall be provided twenty-four (24) hours, seven (7) days, three-hundred sixty-five (365) days per year. 2.5.5 The contractor shall comply with the provisions of 195.600, RSMo., and the rules and regulations promulgated by the Task Force. The contractor shall understand and agree that section 195.600, RSMo., does not apply to persons licensed under chapter 340, RSMo., which applies to veterinarians. 2.5.6 The contractor shall be responsible for the collection and maintenance of dispensation information submitted to the contractor by dispensers of any and all Scheduled II, III, and IV controlled substances in Missouri, as specified in 195.017 RSMo. 2.5.7 In accordance with state law, the state Medicaid program medical and pharmacy directors and any designee may have access to the PDMP information based on data sharing agreements. In addition, the contractor shall understand and agree that dispensation information may be shared with MoHealthNet for program recipients. 2.5.8 The contractor shall ensure continued performance of the PDMP solution at all user levels. This requires collecting data from reporting entities, hosting the data in a secure site, coordinating data management securely, and establishing a secure web-based portal with graphical internet interfaces to include standard browsers to facilitate automated communication for all users.
