DAS/CS is seeking the services of a highly talented and experienced engineering team to provide the following type of services in support of the above-reference Project: The CAS (Capitol Area System) provides chilled and hot water to both State-owned and privately-owned buildings in the capital region for heating and cooling via the state-owned CAS plant at 490 Capitol Avenue and the CAS loop that connects the plant to supported buildings. The plant’s heating and cooling equipment requires upgrading/modernization. A 2023/2024 comprehensive study evaluated various modernization options reviewing levels of decarbonization with the associated capital costs, operating costs, and carbon output. The resulting base design concept is a hybrid water source heat pump and natural gas boiler (high temp) system per option D.1.H from the 2023/2024 study. The selected consultant shall provide a further Predesign Study followed by a complete design for the modernization of the plant. The Predesign Study will study alternatives to the hybrid system to present up to three additional options that are within budget, do not significantly increase operating expenses, and further decrease the emitted carbon. The complete design will focus on all necessary auxiliary equipment, including piping, pumps, valves, joints, etc., a replacement chiller for the failing 1,800-ton chiller, and new connections to the existing loop, including the required civil engineering design work. The complete design will also include modifying and supplementing, as necessary, the building electrical and structure to relocate pumping operations into the plant, and designing the demolition of the pump house, including leveling the site for added parking. The complete design will also include eliminating the current stack and replacing with a smaller, appropriately sized stack as a supplemental bid. The consultant shall provide detailed independent cost estimating for each phase including pre-design. As part of the complete design, the consultant shall include pricing for an analysis of the existing pump station, during SD or DD, as a DAS option in case design efforts show moving the pump station to the CAS plant is not feasible for any reason.
