The DOER is soliciting Bidders to manage and implement the MLP-HER program (“Lead Vendors”). DOER is competitively soliciting bids from teams of Lead Vendors together with partners that can work with individual MLP communities while offering a consistent HER rebate across all communities. The program is anticipated to launch in 2025, and the Lead Vendors will be responsible for ensuring program components, including contractor training, MLP readiness, appropriate software, and consumer outreach are in place for a successful launch. The Lead Vendors will be responsible for program implementation in alignment with the program components as outlined in the State Implementation Blueprints (Consumer Protection Plan, Data Access Plan, Education and Outreach Plan, Market Transformation Plan, Privacy and Security Risk Assessment for State Systems Required Elements, and deferred application questions), which are currently in draft form pending DOE review/approval, and which are intended to comply with the required elements for each blueprint as set forth in the Program Requirements & Application Instructions and other DOE guidance. The Lead Vendors should be aware of and adhere to all DOE programmatic requirements in the Program Requirements & Application Instructions (Attachment A), Administrative, Legal Requirements Document (Attachment B), and Data & Tools Requirements Guide (Attachment C).
