The Commonwealth of Massachusetts Executive Office of Public Safety and Security (EOPSS) requests Bidders to submit responses for providing systems, equipment, peripherals, services, solutions and maintenance that support the electronic processing and transmission of fingerprints and other identification data to the Commonwealth of Massachusetts’s State Automated Biometric Identification System (ABIS). It is the Commonwealth’s intent to provide a contract vehicle in which participating agencies can procure identification related products, services, and solutions that are complete, comprehensive, and standards compliant. The vendors providing these products and services will be established providers with proven experience and expertise whose products, services and solutions have been approved and/or certified for inclusion in this contract. Examples of equipment may include, but are not limited to: Electronic Fingerprinting Systems (livescan) Mobile Identification systems (Mobile ID) Iris capture devices and Iris search submission workstations Maintenance of existing installed livescans Integration services related to the electronic capture or transmission of fingerprint and digital images. Digital and/or video camera systems that support the published and accepted image mugshot capture specifications. Any data capturing applications or software solutions that incorporate the published Massachusetts Electronic Biometric Transmission Specifications (MEBTS) and that support the positive identification of individuals that is required for criminal and/or applicant background processing. Examples of services and solutions may include, but are not limited to: Programming services that provide for the integration of records management systems (RMS) with livescan workstations Off-the-shelf solutions that facilitate the building of a MEBTS record and/or NIST transaction Web-enabled solutions that facilitate access to, and distribution of fingerprint and other image data Application enhancement and/or integration services for photo and document imaging, as well as image conversion services The specific contractual, business, proposal, and system requirements each vendor must meet are further defined in the remainder of this RFR.
