Please note: This is a Sole Source Notification. SCDHHS is seeking to contract with UNC for the purchase and provision of consultation, training and subscription software services related to the Assertive Community Treatment (ACT) provider evaluations. The selected fidelity measure is the Tool for Measurement of ACT (TMACT: Monroe-DeVta, Moser & Teague, 2013). UNC is the owner and developer of the TMACT which is the only tool available to perform a nuanced measure of the ACT program fidelity and UNC is the only option for states on the east coast to provide the necessary training for the use of the TMACT tool. The use of the TMACT is of paramount importance to enable SCDHHS to have the needed confidence in the results to be able to accurately and appropriately link reimbursement rates to fidelity scores.
