The Nevada Health Authority (NVHA) is soliciting informational responses from interested qualified vendors, health care providers, recipients, and other interested parties to inform the State’s purchasing strategy for the Public Employees Benefits Program (PEBP). The NVHA is soliciting public input and feedback on certain innovations and strategies it should consider in meeting its goals for PEBP in developing a state purchasing strategy or plan. These goals include: 1) increasing competition in the PEBP vendor market, including third party administrator contracting; 2) improving recipient experience; 3) strengthening provider networks; 4) increasing oversight and transparency in its TPA arrangements with respect to price and claims data; 5) reducing premium costs, while maintaining comprehensive coverage; and 6) ensuring the long-term stability of the PEBP market. In addition to feedback on these topic areas, NVHA is seeking input on several practices used in other states: • Reference- or market-based benchmark pricing • Value-based payment models • Tiered provider networks where employees pay less for cost-effective, high-quality providers • Smarter analytics and pricing tools to guide recipients on shopping for best value care • Incentive-based wellness programs
