The Cities of Mesa and Tempe are issuing this Request for Proposal (RFP) responses from qualified and experienced vendors to establish a contract for the purchase and delivery of Powdered Activated Carbon (PAC) for the City’s Water Departments. Powdered Activated Carbon (PAC), Solid, 100% Bulk a. Minimum specifications: i. PAC must have an ANSI/NSF Standard 61 certification. ii. PAC must meet the most current version of the American Water Works Association (AWWA) Standard B600 and will be of a type and quality suitable for use in water treatment, with the property of removing the objectionable tastes and odors caused by any organic or inorganic taste and odor producing bodies encountered in either raw or treated water supplies. Such material will be designated as water purification grade of activated carbon and will be supplied in powdered form. iii. PAC shall be in powdered form and of such characteristics that it will readily wet down and go into suspension. iv. PAC must not settle too rapidly yet must not have a tendency to float on the surface of the water to which it is applied. v. PAC of questionable quality will be analyzed by an independent laboratory. If it does not meet the specifications the supplier will be required to remit payment to the laboratory for the analysis and remove the rejected material from the plant site. The City reserves the right to reject shipments that do not meet quality specifications. vi. Dose Response Curve: 1. A report of experimental data completed within the last three (3) years by a qualified laboratory must be submitted with the bid package. 2. The data shall include the percent removal of Methylisoborneol (MIB) and Geosmin in organic free water without the use of coagulants, PAC contact time(s) and dosages. 3. The City will use the data submitted to determine the dose-response curves and performance indicators. vii. A certified analysis giving fineness, apparent density, moisture content, tannin, iodine, and phenol adsorption value shall be submitted with the chemical bid. viii. The product must be manufactured in the United States. ix. The PAC carbon shall contain no substances in quantities capable of producing deleterious or injurious effects on the health of those consuming the water which has been treated properly with the PAC. b. Documentation i. Place chemical test sheet(s) for proposed PAC in TAB D. ii. Place a certified analysis giving fineness, apparent density, moisture content, tannin, iodine, and phenol adsorption value for proposed PAC in TAB D. iii. Place a copy of the Safety Data Sheet for the proposed PAC in TAB D. iv. Place relevant information describing raw material sourcing and the carbon activation process for the proposed PAC in TAB D. v. A report of experimental data completed within the last three (3) years by a qualified laboratory. Place in TAB D. 1. The data shall include the percent removal of Methylisoborneol (MIB) and Geosmin in organic free water without the use of coagulants, PAC contact time(s) and dosages.
