The requirement for chain link fence replacement at various locations to be furnished by the Contractor will be on an “open-ended, as-needed” basis as called for in these specifications at the applicable unit price bid during the contract period and in such numbers as may be required by the State. The State shall notify the Contractor as to the date work must commence on each repair work order. The State shall notify the Contractor only after a sufficient amount of work has been generated. The Contractor shall be given fourteen (14) calendar days to commence work after the State’s notification. All work for each repair work order shall be completed within the working days designated by the approved work schedule. The major items of work to be done include, but are not limited to the following: 1. Installation of appropriate BMPs. 2. Installing new concrete footings and new chain link fences. 3. Removing and disposing of existing fencing materials. 4. Removal and reinstalling existing signages. 5. Maintaining security. Any items not specified herein but necessary for the completion of the project shall be considered incidental and shall be furnished and installed complete in place. The chain link fences to be replaced on this project provide security for surrounding areas and tenants at the Commercial Harbor. Therefore, the Contractor must maintain the same level of security for these areas for the entire duration of this project. The existing security perimeter shall be maintained with new, temporary or interim fencing at all times. At all times the portion of the pier, or other secured area protected by the fence, shall be protected by either fencing or an approved security guard. Payment for temporary fencing and security personnel shall be compensated for at Contractor’s cost plus 10% (see Article X, 10.14). The Contractor shall comply with the Clean Water Act and the state of Hawaii Department of Transportation Harbors Stormwater Management Program. No pollutants are allowed to be discharged directly or indirectly through the Harbors Small MS4 or other potential pathways into adjacent harbor water. The Contractor will be responsible for regulatory fines or penalties that may be imposed by environmental, regulatory agencies (EPA and/or State DOH) in the event of violations. The Contractor shall submit a site-specific best management practice plan and health and safety plan to the Harbors Construction Engineer prior to the start of any construction work. The sitespecific bmp plan shall comply with Article XIII – Temporary Water Pollution, Dust, and Erosion Control in the Specifications and Proposal. In case of release of hazardous substance, oil, or encounter of contaminated soil, the Contractor shall notify appropriate facility personnel, emergency response agencies, and regulatory agencies following notification procedures, and shall notify harbors Construction Engineer immediately (i.e. within 24 hours).
