The project involves replacement of the 17-span Layton Bridge over the Youghiogheny River, replacement of the single span bridge over Washington Run near Falbo Road, rehabilitation of the single span bridge over Washington Run near Strawn Road, closure and sealing of the existing Layton tunnel, removal of the existing Layton Bridge. The project includes a mill and overlay along the existing alignment from SR 0051 to just west of Falbo Road, which then transitions to a new offline horizontal and vertical alignment that will terminate just prior to the at-grade railroad crossing. The new offline portion of alignment of SR 4038 will consist of full depth pavement to provide 11' travel lanes and 5' shoulders. Drainage will be upgraded as well as the guiderail, signs, and pavement markings and other miscellaneous construction, as indicated on the approved drawings included in the bid package for STATE ROUTE 4038, SECTION D10, in FAYETTE COUNTY PERRYOPOLIS BOROUGH AND PERRY TOWNSHIP from approximately the intersection of SR 0051 and SR 4038 at segment 0050 offset 0014 to approximately 200' East of the CSX at-grade railroad crossing at segment 0118 offset 0671.
