A. SUBSTANCE ABUSE PROFESSIONAL SERVICES • Provide SAP services to evaluate each employee testing positive for either alcohol misuse or drug abuse, determining what assistance, if any, the employee needs to resolve problems associated with prohibited drug use or alcohol misuse before returning to work. • Conduct Return to Duty evaluation and authorize Return to Duty testing. • Outline recommended Follow-Up testing schedule and ensure adherence to same. • Provide SAP Program Orientation to the City’s Designated Employer Representative (DER) and/or Alternate DER. • Provide a copy of the SAP certificate(s) upon request by the City. • Provide names and locations of SAPs. B. EMP L OYEE ASSISTANCE PROGRAM • Provide the services of an EAP for employees and their immediate family. EAP must include in-person EAP services at a location near or within the City's geographic limits. The EAP will also be expected to provide at least twenty-four (24) hours, seven (7) days a week, toll-free access to its services. These EAP services include assessment, counseling, case management, referral, long-term treatment planning (if necessary), critical incident debriefing, and follow-up. Covered employees are allowed, at a minimum, three (3) sessions with a counselor per situation. • Provide EAP ProgramOrientation to the City’s DER and/or Alternate DER. • Provide consultation services with supervisors regarding employee situations. • Provide a copy of EAP’s professional certificate(s) upon request by the City. • In addition, the EAP must provide quarterly reports (Utilization Report, Client Satisfaction Survey, etc.), newsletters to the City, and promotional material such as brochures, posters, etc., for employees at the City's request. C. TRAINING At the City's discretion, provide on-site training related to EAP issues or the City and vendor’s SAP programs. Such training must be proactive and involve constructive management skills that enable supervisors to handle challenging behavioral issues in the workplace effectively.
