Please note: This is a Sole Source Notification. The Disaster Relief and Resilience Act (2020) directed the S.C Office of Resilience (SCOR) to develop, implement, and maintain the Strategic Statewide Resilience and Risk Reduction Plan (a.k.a. the “Plan”). To develop this Plan, SCOR entered into an Agreement with Risk Factor, LLC (First Street Foundation), now known as First Street Technology US, LLC (First Street), for their hazard data along with their willingness to extend services to local communities. By re-entering into a partnership for the term of 3 years between the SCOR and First Street, the same source for gathering data will be used to develop the Plan for its 5-year updated version. Through this Agreement, the State will benefit from the use of high-quality data utilizing the same metrics used in the formation of the Plan while maintaining consistency in quality data provided to local communities for their comprehensive plans. First Street/Risk Factor has agreed that should a multi-term Agreement be formed, the State would also benefit from a lowered price of the service than if it were a single year option contract.
