A. County Casings: 1. Retreading shall be performed only on County provided tires. No substitutes will be accepted. 2. All tires rejected by the Contractor as being unsuitable for retreading shall be returned to the County. B. Mounting: 1. Retreading services shall include dismounting and remounting of tires at the Contractor’s facility. 2. The County may perform its own dismounting/remounting services. C. Repairs: 1. Retreading shall include the repair of nail holes in the tread. Holes are considered repairable if: a. they are 3/8” or less in diameter, and b. repair patches/plugs from adjacent nail holes will not touch, and c. the nail holes are located only in a non-flex area of the tread. 2. Section, reinforcement and spot repairs shall not be performed. D. Retread Methods: 1. Only mold-cure methods are acceptable, and shall be performed in accordance with the original tire manufacturer’s recommended procedures. All retreads shall be built with the correct tread width, in accordance with the original tire manufacturer’s specifications. A copy of a Tire Facts manual/or equivalent is required to ensure proper widths are being used, and shall be provided prior to contract award. 2. Casings shall be retread only if in acceptable condition as determined by the Contractor in accordance with the highest industry standards. Acceptable technologies to analyze casings shall be at least one of the following: electrostatic, ultrasonic or laser shearography. 3. Casings in excess of 5 years old shall not be retread. 4. The Contractor shall track the history of the casing from the time it leaves the County, until the time it is returned or rejected. Written reports shall be provided upon request. 5. Rubber for retreading shall be Acu Tread® Black Diamond compound or approved equal. Bidders shall state the brand and description of rubber they intend to use as indicated on the Pricing Schedule E. Returns: Tires delivered to the County not as ordered or not repaired/retreaded in accordance with the guidelines and specifications contained herein, will be returned at no cost to the County. The Contractor shall be responsible for pickup of such tires.
