The mission of the Philadelphia Department of Human Services (DHS) is to provide and promote safety and permanency for children and youth at risk of abuse, neglect, and delinquency. The Department’s goal is to strengthen and preserve families while empowering them to make choices that lead to safety, stability, and well-being. DHS partners with communities, service providers, and advocates to: 1) develop and deliver preventative and culturally appropriate services that are consistent with the needs of Philadelphia's diverse communities; and 2) protect children who are alleged to have been abused or neglected and to ensure their safety from immediate threats and impending dangers.
