Working with the LRPA staff and the LRPA Board of Directors, the selected applicant shall carry out the scope of services below on an independent contractor basis and be responsible for the manner and method of doing such work: • Proof of ownership or proof of ability to acquire all necessary vessels, floating docks, equipment, etc. to meet the demand of industry needs. Additionally show proof of the ability for: o managing the LRPA river port and harbor port mooring facilities; o mooring vessels and barges that utilize the LRPA river port and harbor port terminals – mooring services (a/k/a fleeting services) include short-term securing, parking, or shifting vessels and/or barges along the LRPA property situated on the right descending bank of the Arkansas River, the river port and the slack water harbor port; o providing and managing applicant’s vessels used to carry out mooring services; o providing minor repair services for barges moored; o providing reasonable surveillance of vessels and barges moored; o making personnel available for emergency safety measures during all times (24/7) while the Arkansas River flowage exceeds 100,000 cfs; o developing and maintaining a safety plan for conducting mooring services; o equipment must meet and maintain all US Coast Guard certifications and licensures; o service provider is expected to utilize industry software to assist with monitoring and reporting; o operator must comply with the Jones Act. • Invest in mutually agreed upon capital improvements during the term of the mooring service agreement. • Be available by telephone or in person to act as advisor to the LRPA. • Attend meetings, in person, with LRPA staff and the LRPA Board of directors as requested. • Perform all other mooring related services deemed necessary or expedient by the LRPA. • Switch barges, when requested, within one hour to and from the dock (unless external circumstances such as weather and water levels impact the ability to meet this demand). • Be able to operate 24 hours a day, seven days a week if warranted to meet growing demands from industry.
