This pre-construction phase of the project includes geotechnical evaluation, surveying, permitting, a cultural resources assessment, engineered plans, public works project bid document preparation, engineer’s preliminary opinion of probable construction cost and completion of a preliminary engineering report to be appended to a DOH Project Approval Application. Final design and construction phases of the project are forecasted for 2026-2027. The scope of services for the Phase 3 Project includes: • Task 1: Environmental permitting, Cultural resources survey and right-of-way permitting. • Task 2: Surveying • Task 3: Geotechnical evaluation. • Task 4: Engineered design, specifications and bid document preparation. • Task 5: Bid support.
