Contractor Requirements for Feasibility Study The Contractor shall collect data concerning Veterans’ needs throughout the State of South Carolina. The Contractor shall determine and report the Veterans’ needs that are being met with current system. The Contractor shall determine, report, and develop plans to meet the Veterans’ needs that are not being met. The Contractor shall establish projected geographic areas to reach the greatest number of Veterans. The Contractor shall conduct a Demographic Analysis of the Veteran population in regard to age, sex, wartime/peacetime service, and special medical needs. The Contractor shall report a projected long-range demand for services. The Contractor shall report a ranking of geographic areas if new construction is indicated. The Contractor shall assign a priority to the State Veterans’ Home location if additional construction is identified and shall rank the priority of the specific identified needs and requirements at the location requiring construction. The Department requires a Master Plan to guide the development of Veteran Homes and supporting infrastructure in South Carolina with the goal of supporting Veterans’ healthcare needs. While also bringing together existing work of partners and the needs of the Veteran community. Partners include involved landowners and lessees, on-site staff, adjacent neighbors, current and future Veteran users. The plan should include both text and graphic depictions to guide future facility developments. The Contractor shall provide a plan that indicates the relationships between various land uses and illustrates the relationships between proposed development(s) and existing and proposed geographic areas conditions. Typically, a site analysis is completed as part of this work. The Contractor shall provide a Master Plan that balances opportunities and constraints of the current sites and the needs of the sites to serve the Veteran community.
