The City of San Bernardino (“City”) is seeking proposals from experienced and visionary development teams for the acquisition and catalytic development of the approximately 17.61- acre Arden Guthrie Site, located along Highland Avenue near key transportation corridors. This high-profile infill parcel represents a rare opportunity to deliver a transformative project that aligns with the City’s broader goals for economic development, urban revitalization, and placemaking. Through this Request for Proposals (“RFP”), the City invites respondents to submit detailed conceptual proposals and team qualifications. The selected developer will enter into an Exclusive Negotiation Agreement (“ENA”) to define the project’s scope, address entitlement and infrastructure needs, conduct community engagement, and negotiate final deal terms for a Disposition and Development Agreement (“DDA”).
