Planning • Meet with City Historic Preservation staff. • Analyze the current Design Standards based on Historic Preservation and RHDC feedback as well as best-practice design standards principles. • Read the HOD designation reports. • Meet with the RHDC. • Determine the methods, timeline and roles related to community engagement in consultation with City Historic Preservation and Communications staff. Community Engagement Engagement for the project will happen throughout, with emphasis on the project introduction, feedback on pain points in the current Design Standards, feedback from each HOD, and comments on the draft. The City is interested in creative ways to engage property owners and residents. The proposal should incorporate the following: • In person and virtual meetings with o Residents and property owners citywide (introduce the project and draft review) o Residents and property owners in each of the 8 HODs (introduce the project, initial feedback, and draft review) o Stakeholder group – a citywide group consisting of representatives from the HODs, local landmarks, design professionals, developers, preservationists (throughout the project); o Raleigh Historic Development Commission (RHDC) ad hoc committee (throughout the project) • Community Meetings: o Consultant-prepared presentations o Formation and management of the stakeholder group will be an active collaboration between City staff and consultant. o The City will coordinate and schedule community meetings. Dates and locations of meetings will be determined in coordination with the consultant. • Other creative engagement activity(ies) as determined • Online surveys and feedback using engage.raleighnc.gov. Fieldwork • Get to know the districts; this will include a guided tour from City staff • Representative photos • Reassess what’s on the ground (if needed based on the HOD designation report) Drafting the Document There will be multiple drafts. Specifics will be established in the contract. Possibilities include the following: • Staff review and comment throughout the process. • Stakeholder group and RHDC ad hoc committee reviews • Initial full commission reviews of common design standards and each HOD section • Two public review drafts of common design standards • Two public review drafts of each HOD section with the respective HOD • RHDC reviews (initial draft feedback and final adoption
