Through the DBE Supportive Service Program, MassDOT implements business development and technical assistance programs to enhance the strategic growth and sustainability of the pool of DBE engaged in MassDOT public works projects. The program focuses on certified, but underutilized DBEs with potential for success that are bidding on MassDOT work, but rarely win contracts. The purpose of the program is to increase the growth and development of DBE firms engaged in highway construction. The focus of our strategy involves providing general business development training paired with specific transportation construction technical assistance and other resources to increase the capacity of participating DBEs. This approach will lead to increased bonding readiness, improved bidding and estimating skills, an increased number of DBE firms that are prequalified to bid on highway projects at MassDOT and foster the development of strategic business relationships. A primary purpose of business supportive services is to increase the total number of firms owned by minorities and women participating in the Federal-aid highway program and to contribute to the growth and eventual self-sufficiency of such firms. Achieving these objectives will ultimately result in the successful participation of DBE firms on federally funded highway construction contracts. Supportive services shall be provided only to those disadvantaged business enterprises determined to be eligible for participation in the Federal-aid highway program in accordance with 49 CFR part 26 and have a work specialty related to the highway construction industry;
