It is the intent of the State Procurement Office, through online reverse auction, to solicit offers from qualified vendors and establish a statewide term contract(s) to deliver Fuel, Propane, Transport and Tankwagon (see section III, Scope of work/ Specifications). Contracts will be awarded up to the two (2) lowest responsive and responsible Offerors for each line item. Online Reverse Auction: The bidding for this solicitation will be conducted as an online reverse auction with EasiBuy Business Solutions, LLC (“EasiBuy”). As part of the online reverse auction process, you will receive communications directly from EasiBuy prior to placing your bid. The questions will be related to your intentions to participate in the online reverse auction and possibly other nonsolicitation related questions. This communication is NOT considered prohibited communication as described in Section IIA of this solicitation. You are not required to answer their questions prior to the determination of your participation in the online reverse auction. However, if you are planning on participating in the online reverse auction, they will need the information before you may participate. Providing them with the information prior to bid opening will have no impact on your bid acceptance. Should Offerors have any questions regarding EasiBuy or its policies and procedures, those questions shall be addressed directly to EasiBuy. The State will not entertain or respond to questions that are considered internal to EasiBuy just as EasiBuy will not entertain or respond to questions about the solicitation that are outside the scope of their responsibilities as a participant in this process.
