Summary of Scope The Division of Purchasing (DOP), on behalf of the Idaho Department of Health and Welfare (IDHW), is seeking an Information Technology Development Contractor to provide and manage an Electronic Visit Verification (EVV) System to electronically track Medicaid Personal Care Services (PCS) and Home Health Care Services (HHCS) provided to Medicaid members. Objectives and Expectations The EVV module must align with the current “Provider Choice Model” in which an aggregator is used and integrates with the Claims modules. Highlights of this EVV solution include: EVV aggregator must capture the six (6) required data elements per latest version of Section 12006 of the 21st Century Cures Act and Section 1903 (I) of the Social Security Act. The data elements are: Type of service performed; Individual receiving the service; Date of service; GPS verifiable location of service delivery; Individual providing the service; and Time the service begins and ends and is GPS verifiable. EVV aggregator must interface with the MMIS Claims System to verify required data elements for payment. Quarterly and Annual reporting per Key Performance Indicator (KPI) reporting requirements outlined in 21st Century Cures Act and Section 1903(I) of the Social Security Act and as requested by the Centers for Medicare and Medicaid Services (CMS).
