DEP is responsible for the operation of New York City’s 14 Wastewater Resource Recovery Facilities (WRRF), which includes the North River WRRF located in West Harlem, New York. The North River WRRF was constructed above the Hudson River with most of the structure supported by steel caissons driven into the river soil. Numerous structural elements within the North River WRRF have shown signs of aging and degradation. The facility requires repair and upgrades to improve its compliance with DEP’s standard operating procedures and to continue providing reliable operations in accordance with wastewater treatment regulations. This project implements structural and marine improvements to the North River WRRF, and comprises four (4) primary project elements: 1. Steel caisson protection 2. Sludge barge loading dock fender replacement 3. Underdeck repair and improvements 4. Ice breaker reconstruction
