A. Technical assistance (TA) around the administration of Vermont’s Medicaid program, including research, development, and submission of a Section 1115(a) waiver application and subsequent waiver negotiations with federal partners. The State is seeking expert support from a health policy consultant in developing its application for renewal of the Global Commitment 1115 Demonstration waiver. Consultant must have: (1) strong facilitation skills to lead state leadership through the development of the State’s strategic goals for the waiver renewal; (2) broad federal and state expertise on Medicaid policy options, including trends that could present opportunities or obstacles for achieving the State’s goals; (3) a skilled project team to manage and develop our waiver application; (4) demonstrated experience working and negotiating with federal partners and agencies; and (5) extensive experience providing ongoing technical assistance support to State staff in the administration of a state’s Medicaid program. B. Actuarial assistance (AA) in the development of the Section 1115(a) waiver application as well as on-going actuarial tasks needed to comply with a successfully renegotiated waiver. The State is seeking actuarial support to: (1) assist in cost valuations and analysis of current and proposed policy initiatives; (2) provide expertise and advice on an as-needed basis on Medicaid finances, reports, federal waivers, policies, regulations, and programs; and (3) (as necessary) produce a PMPM capitation rate certification, as defined in 42 CFR 438 and the renegotiated waiver terms.
