RFP #10125, Permanent Supporve Housing including Safe Havens RFP (the “Prior RFP”) was issued in April 2025. The Prior RFP sought applicaons from organizaons that have experience providing wraparound services for persons who formerly experienced homelessness and now reside in Permanent Supporve Housing (PSH) programs and Safe Haven programs across Chicago. Insufficient responses were received for Safe Haven beds. Therefore, the Chicago Department of Family and Support Services (DFSS) Homeless Services Division is issuing the current RFP which seeks applicaons for operaons of up to 30 Safe Haven beds. Safe Haven programs will serve chronically homeless, hard-to-engage persons with severe mental illness and other chronic condions that impair the ability to achieve housing stability. Persons residing in Safe Havens have been living unsheltered and may have previously been unwilling or unable to parcipate in services. DFSS seeks Respondents to provide safe and nonintrusive living environments in which skilled staff members work to engage persons in housing and needed services.
