a. Oversees the full spectrum of request for proposal (RFP) activities for goods and services, Knowledge of accepted purchasing methods and records management in accordance with prescribed laws, rules, regulations, standards, policies, and procedures. b. Reviews requisitions for operating and maintenance equipment, materials, and supplies. c. Locates and investigates reputable sources of supply and serve as a resource to all municipal departments. d. Reviews and prepares specifications. e. Review and maintain all bid document records including bids, bid tabulations, advertisements, and addenda. After thorough analysis makes recommendations for selecting the appropriate bidder and maintain an index of all fully executed contracts. f. Communicates directly with vendors. Interviews vendors to determine product line and usefulness. Assists new vendors in the completion of required documentation. Follows up with vendors on delinquent deliveries, defective shipments, or other discrepancies. g. Develops and implements a centralized purchasing system including all necessary procedures, forms, and files. Revise municipal Procurement Policy and Purchasing Manual and provides training on the policy, as needed. h. Records claims of vendors for materials and services and assist with maintaining the vendor database. i. Prepares periodic reports and statements. j. Maintains bidder's lists, fixed assets accounts and records of all transactions, purchases, contracts, equipment transfer or sale. k. Prepares purchase contracts; prepares purchasing procedures and authorizing payments. Maintains and updates purchasing records. l. Confers with other department representatives on the standardization of supplies used and the need for specialized equipment. m.Establishes and maintains purchasing records and files. Develops purchase request, vendor and other forms and templates. n. Is responsible for obtaining professional and consulting services, including RFP development, vendor identification, data analysis, selection, and contract generation. o. Performs special projects and other related duties as assigned. p. Performs other duties as required to fulfill the functions of a QPA.
