This Request for Proposals (RFP) is issued to procure the goods or services, as specified in this Section 2, from a contract between the selected offeror(s) and the State of Maryland (“State”). The Department of Juvenile Services (DJS or Department) is issuing this Request for Proposals (RFP) in order to procure a vendor(s) to educate and instruct youth about music recording and production as well as music expression. Youth to be served are housed at the following DJS facilities: Baltimore City Juvenile Justice Center (BCJJC), Cheltenham Youth Detention Center (CYDC), Charles H. Hickey, Jr. School (Hickey), Western Maryland Children Center (WMCC), Victor Cullen Center (VCC), Lower Eastern Shore Children’s Center (LESCC), Backbone Mountain Youth Center (BMYC), Green Ridge Youth Center (GRYC) and Charles Hickey, Jr. Structured Shelter Care. DJS facilities may be added or deleted throughout the duration of the contract.
