Based on the previous assessments and presence of BTEX and PNA's at the three known underground storage tanks (UST's), the selected consultant will perform any additional sampling and testing required (and apply) for an Incident Number with the Illinois Emergency Management Agency (IEMA). Once an incident number is established, the selected consultant will obtain three separate bids from contractors (in accordance with the City's Purchasing Policy) for the excavation, transportation and disposal of contaminated soil, the removal, cleaning, haul off, and proper disposal of the UST's, and backfilling of the excavation to original grade. The selected consultant will ensure that the UST removal and Early Action Remediation activities are reimbursable through the Illinois Leaking Underground Storage Tank (LUST) Fund (less a $5,000 deductible) and will recommend to the City the most time and cost effective path to closing the LUST incident. The selected consultant will then perform all of (and only) the necessary services required by the Illinois Environmental Protection Agency (IEPA) to complete a Comprehensive Site Investigation of the property and prepare the IEPA Site Remediation Program (SRP) Reports to get an IEPA Site Remediation Program (SRP) Comprehensive No Further Remediation (NFR) determination letter for the site. These services, which may ultimately be dictated by the IEPA Project Managers assigned to review the reports, may include, but not be limited to: onsite utility location, ground penetrating radar scanning, soil borings, sampling, and testing, groundwater monitoring wells, and any and all required reports such as a Comprehensive Site Investigation Report (CSIR), a Remediation Objectives Report/Remedial Action Plan (ROR/RAP), and a Remedial Action Completion Report (RACR).
