The purpose of this Request for Proposals (RFP) is to solicit proposals to provide services of a fully qualified solid waste company (hereinafter “Contractor”) to provide solid waste collection services to approximately 18,500 residential and small business accounts in the County. Participation in the solid waste collection program is voluntary, but approximately 18,500 out of the 24,000 eligible households and small businesses are currently enrolled in the weekly collective service. All County solid waste collected as part of this contract shall be delivered to the York County Transfer Station located at 145 Goodwin Neck Road, Yorktown. The RFP also includes a provision for inclusion of James City County, as well as additional political subdivisions who may wish to contract with the Contractor under the “cooperative” provision of this solicitation, as outlined in Section XV.
