• Assess: Conduct needs assessment and analysis to include surveys, interviews, and focus groups and utilize meaningful data to inform decisions. • Identify opportunities for growth and organization as appropriate: Streamline practices, reduce duplicative processes, and increase meaningful communication within the agency. • Optimize resource allocation: Ensure that resources are allocated in a way that maximizes efficiency and effectiveness and supports the provision of highquality services in Delaware. • Deliver a successful strategic plan: Develop framework based on assessment and stakeholder feedback, draft and finalize a plan, and develop an implementation plan. • Evaluate and Monitor: Develop outcome measures, change management plans, and a meaningful communication plan.
