The NDDPI (the STATE) is soliciting proposals for a contractor to provide state-level support to include the design, development, and implementation of the Executive Improvement Specialist (EIS) role and serve as a direct liaison to the STATE. It is expected that a contractor deploy individual EIS specialists, who will work with no more than three schools, with the potential for up to fifteen ND FIRST schools. The primary purpose of the EIS is to provide intensive, individualized support to identified ND FIRST schools/districts. The EIS employs a focused approach on outcomes by eliminating duplicative services and providing timely and effective support, while taking into consideration the unique context and needs of each ND FIRST school/district. The EIS serves as the primary point of contact between the school/district and NDDPI. The proposal must include details as to how the following responsibilities and deliverables can be carried out efficiently and effectively by providing a detailed timeline of deliverables with the following expectations. Consideration will be given to those proposals that provide implementation examples and samples that outline the following responsibilities. Executive Improvement Specialist: Primary Responsibilities • Connect with the former NDREA Coaching liaison to ensure a continuation of the school improvement framework as developed by NDDPI. • Provide intensive support for implementation of the Collaborative Partnership Agreement (MOU) o Execute effective management/monitoring of school improvement initiatives/projects, making sure to include strategic collaboration with relevant stakeholders (e.g., special education staff/units, teaching staff, etc.). o Execute effective fiscal resource management. o Promote strategies leading to effective recruitment and retention of staff. o Collect and analyze data on leadership roles and responsibilities (working at the top of your license). o Maintain high engagement in the community served. o Identify local, regional, state, and federal resources to support ND FIRST school and district needs. • Communicate consistently and appropriately with relevant stakeholders at every stage of the project planning process. • Conduct comprehensive fiscal and program reviews of district, state, and federal funding utilization. o Provide ongoing and timely reports and updates of funding utilization. o Identify additional resources for school or district renewal/improvement.
