The Agency hereby provides notice that it entered into an emergency contract per S.C. Code Ann. §11-35-1570 with Vendor for the following supplies, services, information technology, or construction: The South Carolina Department of Behavioral Health and Developmental Disabilities, Office of Intellectual and Developmental Disabilities (“OIDD” or “Office”) is providing public notice of their procurement, in accordance with South Carolina Procurement Code, Section 11-35-1570 (Emergency procurements; public notice), of services from Alvarez & Marsal Public Sector Services, LLC (A&M) to complete a comprehensive risk assessment and review of five state-operated Intermediate Care Facilities for Individuals with Intellectual Disabilities (“ICF/IID”). Objectives of the engagement include determining compliance with federal and state regulations; identifying opportunities for improvement; and, recommending best practices to enhance the facilities’ operations and service delivery. Over the past few years there have been a number of adverse events in the ICF’s including a recent and sudden death of a person receiving services in one of OIDD’s Regional Centers. OIDD believes it is prudent to take immediate action to investigate events that have taken place and the substance of and compliance with underlying processes and procedures in place at the Regional Centers. OIDD believes that it is of urgent importance to pursue this engagement to identify any underlying issues that it may not be aware of to protect the health, safety, and well-being of all those served by OIDD at each Regional Center across the state. In light of the current conditions, an emergency exists warranting an emergency procurement as provided for in Section 11-35-1570 and Regulation 19-445.21I0. The contract will expire upon the completion of the services or January 21, 2026, whichever is later.
